I'm a big believer that finishers should stay back until concrete has settle some, because that's their nature, to overwork the concrete (bleeding, segregation, etc.)Puerto Rico is tropical, very humid also, and you are right, materials are expensive, but PR have at least one big cement plant (Cemex and lime), but also bring other cement, fly ash, slag, and other pozzolans into the island.
