@Elaine LaiI currently own several units in Cleveland, 2 of my duplexes are on the west side in Lakewood and another in Cleveland right on the border of Lakewood. 

I am a new aspiring investor currently house hacking my first duplex I purchased at the start of the new year.

I have found an opportunity to build four duplexes on several vacant sites.My thought was to buy the land with cash but not sure on how to fund the construction.Each duplex will cost approximately 175k, so 700k total.

Also, would there be any perks to rezone as a duplex?

Got a duplex with one unit Section 8, month to month and in Indianapolis Max rents for 3 bed in Marion county was about $1,200 when I searched online,  though that seems not to jive w what you are experiencing   

I own 3 SFR's and manage them on my own. 2 of them are a duplex that is <5 mins from my house.

I've noticed in Acres homes that there is practically no rental and no duplexes so pulling comps hasn't been very informative.
