Are the dues paying an idle managers salary or going to project over-runs.... and still not maintaining the place or building reserves (the bad side) or do the dues help a well run association thrive, are they accounted for in a transparent way with good reserves, funding an active maintenance program, solid reserves, and good owner involvement and professional management (good side)..

Have her call and apply to the united way (or whomever is administering the program in your area).

Also, the U of R offers a $9,000 grant program for homeowners employed by the U of R purchasing a house in particular areas, the 19th Ward being one of them.

If anyone knows anything about the program and would like to enlighten me, I'd love to hear.

and what 'programs' they have available that may fit your needs, sometimes helps to come from the perspective of interviewing them rather than them interviewing you.  

I started a program helping turn renter into homeowners.

Or even better check into the HUD rehab financing program known as 203(K). 

My partner was about to spend $25k on a flipping program.
