You can really get a bid from a contractor at any phase; however, the more information and detail you can provide, the more accurate your quote will be.

If I were a better coder, I'd grab rental listings and make a neural net to evaluate rental comps for any given property to get a more accurate picture than zillow.

I've found it helpful to get a general sense of different neighborhoods/suburbs and have found it pretty accurate.

Know how much you can borrow and have accurate estimates for rents.

The information is seldom accurate so much so that consumers are starting to post about the accuracy of these sites or the lack thereof.
