Much of the approval process is based on parking and whether you can load the cars onto the property.Additionally if the garage currently doesn't have a 2nd floor on top you will have to basically tear down the garage and rebuild from scratch to accommodate the 2nd story, etc.An easier option might be to add-on square footage to existing duplex? 

Meaning, using a S@#$ load of leverage.Work hard, be frugal and use cash to start with.

In addition,  though I'm pleased to have control of the yard, this room rental arrangement has increased my work load and added maintenance to my schedule that was previously done by tenant families.
