I tried to use the BP calculator but even then I’m having a hard time knowing what the property is actually worth, or what it will  cost to put the work that needs to be done in it before renters move in.

You need to know what liens and judgments encumber the property and which lien holders are actually foreclosing.  

You’d be shocked by how little actual screening many PMC’s do!

@Wylie Freeman, There's actually two different concerns here.1.

It is actually 60/40 and one side has a so so tenant.

After generating wealth, its time to move to generate cash flow.Its all very passive with a different/better risk profile.I'm actually not paying that much tax, much less than the 1031 proponents and other investors would have you believe. 

Also condition I actually think they are similar, the north face one might even be solidly better in my opinion.

In real estate sales though I don't think you actually get what you pay for.

I'm not sure why it takes that long to review everything I sent and give me an actual response.

For 4-5k/unit you can probably just get hookups in the actual unit provided the layout allows.
