It is mostly materials and I won't need to use a GC as the electric and plumbing are all basically new.

I will be partnering with a contractor so he would be responsible for the materials/labor and I'd be responsible for purchasing the property. 

I’ve noticed that general bookkeeping contractors will bill at an hourly rate that could be all over the map.

It is still in exclusive period so you would have to live there for a year.Looks like it needs a new kitchen, plumbing failed and missing electrical components.

Go check with the city or hire a contractor who may be able to check and do necessary changes?

Gardener or sewer/ trash for example (sometimes included in property tax bill). or if your property has any common area utilities, like electricity or water that is not individually metered between the units.
