No need to over complicate things.

I realize this gets a bit complicated and looking for any feedback.

My initial thought was to do a cashout refinance but realize this can get complicated with the VA Loan because of a lack of equity in the property.

I'm also branching over from an industry much more complicated than real estate.  

While I have met people who are too paralyzed to move, I have met more who have done miserably stupid things out of greed, overconfidence, and just plain arrogance.I think the next move you make should be to take careful stock of your financial situation and simplify what looks like a series of very complicated investments in a lot of places.

It is also a somewhat complicated matter with respect to eligibility to take such a distribution and the process of regaining taxes paid with amended returns if the funds are returned to the IRA within the allowed three year window.  

Being very close to the sidewalk/street can complicate things if you need to work on the building's foundations, if you need to change the water lines, etc.

It may be a complicated LLC requiring a bit more than a boiler-plate operating agreement.

Through a complicated formula you are bidding your effective interest rate down at the same time.
