You have the right to get documentation that the tenant has a disability and a disability-related need for the service animal - which he provided.You don't have to allow one if it will cause undue burden either administratively or financially - you probably can't prove this one.BUT, you don't have to allow such a huge aquarium. 

You don't need the additional administrative overhead of dealing with this.  

Rather it's to cover the extra administrative hassle and expense caused by late payment and that those costs are primarily incurred by the PM.
