I'd probably try to have a 'come to Jesus' meeting with the contractor to explain that a mutually agreeable schedule needs to be defined & followed or else he will leave you no choice but to pursue a legal solution. 

A better solution would be an overall increase in all housing.

Unless it's a small job with an obvious solution, get an engineer ($250+) to look at it and sketch up a scope of work for a contractor to do.12.
