Any idea what kind of interest rates/terms I might be able to get?

It could be 80%, not sure of your exp or credit.  15% of 290k = 43,500 plus closing costs round that up to 50k, then you'll hold it during the rehab period let's say 5 months? 

Should we hold out for a better offer, or take a cash offer now?

Any ideas or strategies would be helpful.

It's important to have enough capital for the down payment, closing costs, holding costs, and some cash to start the work.
