On the gas and water, sometimes I do the RUBS, and sometimes I just eat the cost.  

Even at that amount you are going to be paying too much for the property and the HOA and mortgage are going to eat your cash flow.

If you use a conventional loan to purchase something now, it would eat into your $30k savings rather quickly.
