You definitely want to charge enough for deposits and such to help cover cleaning and light damage repair but at the same time if you charge too much people will just bring their pets in and never tell you about it.

Electrical needs complete replacement (wiring, electrical box) but the house has newer roof and appliances (heating and water heater are recent), and the plumbing looks recent, which is all surprising given the state of the rest of the house...It's basically a roof and a brick frame with appliances.

If you're buying central you'll likely have to deal with 40-50 years old house (old plumbing, electrical, outdated floorplan, lower ceilings, 1-car or no garage, etc) that will generate higher repair bills during your ownership and higher property taxes.

I would also question the $500 for getting the unit cleaned up unless it was just completely rehabbed. $500 doesn't go very far.
