For smaller scopes of work, it may be in the interest of time to not get multiple bids - you'll have to be the judge on that trade-off between speed and market price certainty.2) Regarding lowest price: Even with multiple bids, you can never know if you are getting the LOWEST price (there could always be someone else willing to do the job for slightly less), but honestly, while that may be what you want, it might not always be what you need.
