How do I identify which lenders are accepting deep discounts on properties in my area?

Call every FSBO in craigslist in the target market if you need a way to get started talking to sellers.

What marketing strategies are you using to target such properties?

I've recently been looking at alternative ways to target potential investors and I just wanted to run this across BiggerPockets and see if what i'm doing is a good idea.

We found plenty of marijuana and crack pipes, pills of almost every variety and about a half pound of cocaine. 

A lead is nothing more than a hint that some sort of business might be possible, it isn't even a prospect where the targeted party has expressed an interest in a particular business transaction and a prospect  is not a customer or client until they agree to transact some business with you.

@Jacob Branch   when you make a post on BP like this you mine as well put a big target on your backYou will soon get in no particular order1. response from west coast marketing folks stating that they only invest out of state so you should live were you want and invest were it makes sense IE were they make a commission2.

From the business side, I think the best thing you can do is to be an expert in the area/market you are targeting.
