He won't call the police himself because he's afraid they'll mention his name.How would you recommend me handle this?

I will call the police today.  

If you want to be more aggressive, you might want to contact the police about commission of a crime, especially if any of the neighbors in the video are underage.

@Huiping ShengEverything depends on your insurance policy, what it covers, and for what $ amount.Your insurance policy will state if it covers putting a tenant up in a hotel when there is damage to the property.Insurance polices will state if they cover hurricane or wind damage or flood.

Seriously I would set a date in writing and if they don't move out then ask the police if they can issue a warrant.
