FEMA, home insurance and Iram related damage.

Saw somebody said this "FEMA will loan the money for you to rebuild your home but you need to pay back this money to FEMA". My question are: 1. If my property will be damaged from Irma, which part can I claim from home insurance and which part from FEMA flood insurance? 2. If my rental property will be damage and tenant can't stay there but live in hotel, who will responsible for tenants hotel? 3. Irma is a named hurricane, will FEMA and home insurance help the possible rebuild? On the process to purchase the home insurance, some insurance agent said their home insurance will not cover named hurricane. Can people share some experience and help Houston and FL property owners? Thanks. Huiping
