There's something to be said about the reasons for this banning, mostly political, but generally it's the owners training or lack of, that allows/permits/demands a dog to be vicious.

Make sure to find out about the soft costs, like permits, impact fees, etc.

That was a helpful piece of information, but I was unable to uncover or maybe just not fully understand the permit history, if permits were even pulled for the work.
