While other investors/landlords are running scared from it, I find it easier to comply and more economically sound than to fight it.About 10-12 years ago, Toledo came up with an Ordinance to not allow more than 3 non-related tenants to occupy a house.

If the appraiser calls it out, assume a qualified licensed inspector of the thing will be required to inspect and comment on remaining economic life of the thing, and if he says it's no good, dead deal.

Hi Jon - for places outside of Toronto, the areas that you will commonly hear about that have economic growth and are closer to cashflowing than right in the city are Barrie, Hamilton, Kitchener-Waterloo-Cambridge and Durham Region (particularly Oshawa).
