How does the 2nd lender assure they'll be repaid?

Are there enough buildings in the selected market areas to assure an adequate supply of the preferred scenario to which the plan is addressed?

The nature of a Quitclaim deed makes no assurance that the issuer has any interest in the property. 

Rest assured you'll be paying that 5% fee, which is definitely out of line, unless we're talking a sub $50k property.
