@Calvin KwonThere's a difference between a cost sharing arrangement and subleasing, and different tax treatments follow.It's unclear from your OP what (1) arrangement you have with the other individual, if any, and (2) the economic reality of the transaction (e.g. what it is in substance).

So if he gets a $200 bill across his utilities, he adds $25 to their rent that month and sends them a receipt stating what the extra charge was for.The students here expect that sort of arrangement, but it is harder to rent to students if utilities are extra.Call NYSEG on a building you're interested in to find out what the average bills have been over the past year.Hope this helps!

@Mark Franks got to love bureaucracy :)I know in one of the towns I am nearby and looking to buy a duplex in, it has a basement unit and the township told the current owner (so I would def fact check it when we go to move forward) that you as the owner can live in the basement and rent out the upstairs without issues needing a 3 family zoning, something to look into if you have interest in that type or arrangement of your place.
