If it is an active foreclosure it could be that there is equity in the property and the seller is willing to carry back a second....If the list of "foreclosures" is actually a list of "REO's" then the lender/owner could be offering financing terms.

I'm less in touch with other peninsula towns and I'm really out of touch with the San Jose and San Francisco areas.I guess what all that says is that since I'm not active in my area, I only know my very immediate market by osmosis and have a small idea of some other local communities via the news.
