There are several near me with neighborhood sounding names like "Zellwood Station", "Chalet North", "The Hills", "The Valley", "Overland Village" etc.

Maybe try some of the other college towns like College Station or San Marcos?

My Ex-Wife and I are finally selling our apartment which we bought when I was stationed in Hawaii. 

Currently stationed here and prices are through the roof but could be very profitable if you have the capital to break in.Happy Investing!

You may want to look for markets earlier in their turn around stages, and many other have already left the station and become seller's markets.  

I am currently an active duty Marine stationed at Camp Pendleton, living out in Oceanside, CA.

At this scale, have any of you attempted to call the newspaper or tv station’s investigation unit?

I would put it on the same playing field as...say...a public restroom at a rural gas station... 

Ultimately, we're seeking to acquire long term buy/hold cash flowing multifamily properties (2-12 units... at least to begin) starting in the Milwaukee/Madison, WI area, but we'd be buying from an out-of-state position, since I'm currently stationed out in Maryland on active duty.
