One to rent and one for an option to buy so I don't know why you would have to be worried about an installment sale.If you're worried about Dodd/Frank or the CFPB (scam that they are) work with a licensed individual or get licensed yourself.

You can add your listing but when guests search in your area they will see two and not know if one is a scam since they have different owners and pricing.

There will be overnight contractors materialize, out of town labor, scams and other shenanigans that some of these poor homeowners will discover within months that quality was not prioritized in the remediation of their homes.

I figured id ask here as i dont want to get scammed doing the first course that pops up on Google. 

Perhaps the flood made it so she can't hide some shady business, or she is planning some scam based on a flooded home, what other reason could she have for not wanting landlord to enter and evaluate needed repairs!!!!

If it's not worth it then bail on it, but you're talking as if it has no value, or it's a scam, which simply isn't true.
