I was going to paint the cabinets, add recessed lights and have the whole room plastered and repainted.

I would not consider repainting the entire unit as a solution in this situation, unless all other remedies failed first.

I'm glad I didn't take the cheap route (a repair person to sand and re-paint cabinets or reface the cabinets and install new countertops).

You find out what it will cost you to repaint and deep clean between tenants plus the number of repairs( i use 1 per year or in this case 1 1/2) It usually averages $150 per.

So, I'm just removing the fixtures, closing up the holes and repainting, and carpet/tiles.

Repaint?  

Just needs to be repainted. 

All you do is scrap the flaking paint, and repaint.
