Contractor price on move out repairs/paint

my first move out that needs a lot of work.  hot water heater pop off valve, paint throughout, front and back yard needs cleaned up, a few places of sheet rock repair.  House is a 3/1 about 1,100sqft.

Contractor gave me a bid of 4000.00   labor and all supplies and cleaning.  Said it can be completed in 2 wks.  Thoughts on price?  Is there a quick and dirty way to figure this process out?  Kind of like we use the 1% rule when purchasing....

This is the type of work that I have my handyman do. Much cheaper when there isn't electrical work or stuff that requires permits.
