It's impossible to advise you precisely on your property without looking at all the circumstances - usage, available roof space, local codes, single or multiple meters, how the property is owned, etc.Flat roofs are no problem other than how they are coated.

Just like analyzing deals, analyze rehab costs a few hundred times and you'll get some precision. 

I half considered putting a gps tag on a fish tape and sending it down the cleanout but those things don't have great accuracy and I would want to know that path to more precision than six feet.

They are not expected to be precise as so many factors can change them, many of which out of the control of the contractor and sometimes out of control for both contractor and homeowner.

Also is the day I actually send the certified mail the first day of the notice or the day the tenant receives the mail -- just want to be precise since NYS is so tenant friendly and seems if you do one thing wrong you could lose an eviction and $$$$ easily.So I'm having a hard time understanding the days of the month I can send these notices and what to fill in for dates it must be filled in by. 

So, the only reason why a property in Costa Rica is a concession rather than freehold is precisely because the government or whoever is the legal owner wants to have the right to take the property back.I personally wouldn't take comfort in the fact that your attorney has never heard of leases being terminated.
