Kitchens, bathrooms, plumbing and electrical is already set up and you just have to have the tradesman do the hookups, theoretically.

Plumbing- corroded cast iron drain lines, corroded copper piping that leaks, sink trap leaks, sink popup ups that are non-functional.

It could even include technical work such as HVAC, plumbing, electrical, carpentry etc.

There's also a fair number of folks I've seen that have 1-5 units, hit a rough patch where they have to put in some work and want the "passive" income they heard about, but anyone with experience knows is not a true premise.The syndicators promise the solution to bad tenants, midnight plumbing issues, etc.

There was more ABS than cast iron sewer pipe (replaced over the years) and copper runs but the layout was changing so location of plumbing features had to move.  

I am not too worried about the basic lipstick rehabbing but I will definitely need to hire contractors for the more complicated repairs: plumbing, electric, roofing etc. 

What happens when you buy the property, its vacant for 3 months, and you have to repair the HVAC, and plumbing. 

They may hire a contractor (they use the same guy and he's done a great job so far) or a specialized trade for anything more advanced - electrical, plumbing etc.
