When I say customer that could be homeowners, banks, FEMA or inspectors.  

I like the fact that it gives homeowners and small investors potentially more options on how to utilize their property though.

I knew the sale side would have good homeowner or Airbnb potential with the location.

Can anyone comment on the proceedings if a former homeowner (via tax/upset sale) refuses to vacate?  

You may believe they amount to the same thing, but I assure you they're not.You didn't specify whether you're writing about homeowners' insurance or title insurance, but you should be able to purchase a binder for either that commits to issue a policy in the event you become the owner. 

I am a homeowner in Portland, OR, but moved to Washington State in 2022.

IE buy a bad list that is full of happy home owners, yes all you'll get back are f-off's and "stop"'s.
