In some cases it does sound that the consumer would place some risk in the sense that the assets are not income producing from day one as you may be able to get from a Turnkey operator, so there may be a little downtime on money as you go through construction and place them with property management companies, unless you centralize your management company, not sure how that would work in regards to regulation.

In your shoes, nice I confirm I am legal, I would have the buyers agree in writing to go month to month with the 9% increase and must provide 45 days notice of intent of tenants to end lease giving you enough time to find a new tenant without much downtime if any at all.
