Honestly in this environment where I can imagine so many buyers clients are effectively time wasters with 10-20 bidders on the same home and never a deal going through... it seems to make increasingly more sense for realtors to jump at the option to get paid for everyone of showings and bid submissions that are deadends.

These landlords may not evict unless rent relief is denied for one of these reasons:The tenant refuses to cooperate with or apply for rent relief.The tenant is denied rent relief.Rent relief has run out of money.Rent relief is not approved within 45 days after submission of the application.To get rent relief, tenants must have a valid lease in their name and reduced income due to COVID-19.

Thanks, @Ray HarrellSo far, she's only filled out contact or "request for information" forms...I received first contact from her thru Zillow and received additional information (address) from her when I forwarded her a longer contact information form.Each submission she sent shows the same phone number but different names and different email addresses.

At some point, renters get tired of getting dinged for application fees.One suggestion is to make the application submission free.

Following submission of this form I believe 21 days later the tenant receives the court date and things move forward from there.
