IF the complex is under a subsidy/tax credit that fixes rents as a % of Area Median Income, rents would be tied to the annual income data provided by the gov't, though an owner can always opt out of further assistance and charge market rents if they so choose.

I would hold that appreciation in Philly is most directly tied to the speed with which one can get to Center City though, which is most efficiently accomplished by the MFL/BSL subways.

Came to PM asking about lack of cash flow maybe I wasn't pointed enough in my questioning and yes I'm easily intimidated by my PM and her staff (who often treat me like crap or act irritated when I ask questions or want to argue a point) Needless to say, I was told what I wanted to hear and it all adds up on paper  but the question remains of why I still am not profiting rather than maintaining.
