Of course, if we are only focusing on the 2-3 mile radius of city hall, then the argument for encouraging multifamily could be stronger.

If it's a slow time such as the holidays, consider incentives to offer- such as half off first month's rent, or a free moving truck for new tenants, a gift card, etc.
