I did tour the place as well and hashed out a verbal offer. 

To answer tour question, it will boil down back to your personal opinion.

I host a group that meets in San Francisco and we've got several property tours coming up (ex. live/work loft deal in Oakland, multifamily deal in Daly City, etc.).

He also claims that he told the seller's agent about this but that he's hiding this from potential buyers, but he's telling anyone he sees touring the house about it.  

I've done an 8 month tour in Sangin Afghanistan, and a 7 month tour that had me travel from Japan to Thailand.

While I do think setting eyes on a property, touring the neighborhood and the town, is important whenever possible, people who live in CA or HI or other pricey markets don't have the opportunities for cash flow props that we have down south or in the midwest.

Go visit those projects, many are happy to give you a tour of existing properties. 

I spent a lot of my growing up years in Lake City, and we recently toured UW Bothell as a possible plan B college for my senior.
