You can write anything you want into a lease, but even if an item is inside the unit, if there's evidence of a break-in and various things belonging to your tenant are stolen, and if the thief makes off with, say, a refrigerator belonging to you, I think you'd have a rough time enforcing a policy that puts responsibility for your property on the tenant.If it's on the property but out in the open, I can't imagine anyone assigning responsibility to the tenant.

My post mentioned no fuel source, and did not mention what Bill Gulley had written.You did state that my original post was incorrect - and you have not provided any evidence to support that - even in light of my evidence refuting that part of your statement.Some people can't admit they're wrong even when proven so - it's OK, the posts I have made in this thread are not incorrect despite any statements you've made that might say so.

Here, the police will sometimes, in situations where there is a lack evidence and one part insists on an arrest, the police may tell you to say "you're under arrest" to the guy and then they will take it from there.
