The refi does not align with the goal you have stated... from my POV

That word gets thrown around all the time, but it's a great start if the firm and/or team have values that align with yours. 

If you apply it to so many situations, you could clearly see how mis-aligned incentives (even when the original intentions are good) can screw everything up.

A big component is investing is knowing your numbers and treating your properties like a business.

As you can imagine I am now on crossroads to decide whether to enrol on a RE course or better hold off should my objective for future would be more aligned with buy to hold, flip, options or BRRRR investing?

Most often yes, they DO have a sober living component because that is key to having residents as a half-way home as most of the inmates coming out have a drug component to their sentence or background. 

In Colorado one component of the Contract to Purchase are title work deadlines.
