I wouldn't want a tenant not reporting a unusually noisy furnace or leaky toilet because they were afraid it was going to cost them 50 bucks.If you're that worried about frivolous requests you need to better manage your tenant's expectations - either yourself or through a property manager if you're uncomfortable with it.
