The city inspector came out and said that I will need certification from an engineer so that I can cut through the cement wall since it's helping to support the home.

This can be worked around using estoppel certificates, but really  this is not sounding promising.

If you have only a tax certificate, on the other hand, you must give written notice to vacate and wait six months before you can eject them.  

Also all rentals have to have a lead certificate.

Just ask your insurance broker to write your personal name on the certificate that they send to the mortgagee.
