It may be spelled out more simply in the RE statutes, but in the lead laws it says that if the state believes there's a "lead exposure hazard" for a child they can open an investigation that includes "issuing orders requiring the reduction of lead exposure hazards".

You can buy as PR if the child is unable to work or does not have sufficient income to qualify for a mortgage on his or her own, the parent or legal guardian is considered the owner/occupant.

Make your offer, Do include a letter with all the reason for your desire for the property, the reasons for investing for your child (maybe a photo of the baby) and your plans for the duplex in the future.Give it all you have if you want the deal!
