Regarding closing, you should be able to assign limited power-of-attorney to your agent to close on your behalf (make sure the closing attorney is on board first).Finally, with 1-5 properties and a list of contractors, you don't need to pay a full-time property manager.

The CAP was built with federal money and to get California and its many Representatives on board Arizona had to accept junior water rights--so CA gets all of its water before Arizona gets any.

Unless you have a contractor's license (and experience doing this kind of development)  or have a contractor to do the development on board, this is an opportunity not worth pursuing.
