A fresh coat of paint and some new landscaping might work wonders, whereas new windows could cost a bit more and not appear to be as big of an improvement to current or future tenants.

If the purpose of painting the unit is to make it fresh and "new" for a new tenant, why would a landlord paint while the current tenant is still occupying the unit?
