Take a look at the maps and look at the individual addresses that were used as a basis, as a rent comp in another section of town that may not be applicable could dramatically raise or lower the rents given. 

HOWEVER, the downstairs tenants are on housing assistance and the seller set up to pay their utilities.

The day it happened to me last week also impacted quite a few other individuals going to close on a property.

If you don't have the time to find repair people or the network, then a property management company will have people they can get out to repair the property probably quicker than an individual can get the repair people to respond and maybe at less costs since they deal in volume.
