It is located in a 3,000 person community without anything to comp for unique multifamily housing rental sales or regular multifamily housing sales for that matter.

You're going to need to narrow down that search criteria a bit, an entire metropolitan area is quite broad, agents tend to have geographic niches that may only be one county, or even just a few towns within that county, any agent that tells you they can help you buy anything in any area in Philly is leading you astray.

I also develop and manage a plethora of niche applications.

Also, I personally have a niche with investors, since my company also does property management.  

You're already in a great area for passive income, which puts you a step ahead of other new investors.If you have an idea already of the type of investment you're looking to get into, I'd recommend adding some progressively specific keyword alerts so you know if anyone starts talking about your holy grail of niche, market, provider, etc.

I am pulling lists with list source but I would like to purchase some niche lists(tax delinquent etc.)

Buying and rehabbing is my niche, but 12yrs later, I'm still learning and growing.
