I live a little ways from you, in Redding.

Thinking did I place this tenant knowing they had red flags & was it my mistake accepting them in the first place.

Has anyone ever tried to rent by the room and run into this ridiculous red tape?

When I immigrated to the US many years ago I made sure my doc's were always under control all the time, and you would do the same.I understand..I would not post here if I did not have my doubts..A lot of red flags..The worst of all I also have a property manager who is just giving me the facts but no recommendations.I had  thought that would be their job as I am new to this.Looks like I am screening the renter by myself.. 

Sort of like living on Reds, Vitamin C and cocaine; to living on the nicotine patch, a multivitamin and diet soda.

I always see it as some kind of red flag.

The biggest red flag is if they start asking for payments on the front end of the deal.

But these things always get posted up here on BiggerPockets, waving a red flag of fear and anger in front of us to drum up support for state and local landlord associations.

Usually, landlords enjoy more favorable conditions in red (Republican) states and municipalities where laws are more landlord friendly - easier to evict, for example.
