They don't keep it clean, the 4 houses around it have a tarp on the roof, there are 8 other houses on the street in better condition at 110K. 

This property is across the street from one of our other duplexes, and while doing the rehab on that one, I continually noticed the house across the street was sitting vacant, under renovation, with tons of potential.

But things you should consider are proximity to transportation, do you want a move in ready or fixer upper (big difference in prices), do you need to get pre approved, does property have attic or basement you can convert, does house have user friendly layout, can you change layout for maximum use of space, how is parking on and off the street etc. 

Knowing which streets in which areas are good or bad, which areas do homes sell quicker, which areas have higher or lower inventory, etc.

If pressed for time you can also zoom through neighborhoods via Google Street View - just pay attention to the date of the pics.
