One attorney I talked to said Dodd-Frank applies to Rent to own, Lease Options, Lease purchase, and Selling the beneficial interest of a trust - anything that is not strictly a rental will require vetting financial qualifications using a mortgage broker including the 43% debt to income ratio.

There are very strict requirements around adding density (i.e. converting from SFR to MFR) which would not require a zoning change but does require a board review and approval.
