Yes, it's definitely a process and you have to go thru your county planning and zoning, and it gets reviewed by numerous other depts.

As an investor I certainly wouldn't hold it against you to hold a bidding war.

I'd suggest starting off with a nice post-war built ranch in a decent area and a rent of at least $700.
