My goal is to make the property as attractive as possible for high-quality tenants (as we're doing a full redesign to all the units over the next few months) to stay with as little turn over as possible taking away the majority of their reasons for moving (or as much as we can with a return) Any help would be awesome!

All strategies can make a lot of money, but the key ingredients missing in the 1-4 family strategy that you have set out is that there is no value add component and no large scale.

Make the tenant responsible for those things mentioned and use good quality material to minimize those type of problems along with an experienced labor on the installation.You could please them by limiting their maintenance cost to not exceed $500.
