A big part of the issues I am facing are the contractor and myself are not familiar with all the procedures involved and somewhat unclear at times and the paperwork is endless.   

No matter what help you get here, I can almost guarantee that you'll do something procedurally wrong - and extend the pain even longer.Find a good attorney, pay them, and get these people out.Good luck!

One thing not mentioned that I think a lot of new landlords miss is to factor in the eviction laws and procedures of your state and city.  

If you went with that structure, you'd be paying fees the same as you would for a single LLC, but you can set up as many series you want below that umbrella, which can all be treated individually, so long as they follow proper procedures and have separate bank accounts.

I understand the concepts and procedures of wholesaling on a higher level pretty well (assignment, double close, etc), but I'm not sure of the EXACT steps to take in the process.

The easy way: O conveys to E via deed in lieu.The not-so-easy way: judicial or non-judicial foreclosure, depending on what the underlying docs were.The hard way: declatory judgement in district court.The really hard way: declatory judgement in probate courts, with a side of procedure to determine heirship.There may be other options, depending on what other facts are relevant, but this is a sampler of what it takes to clean up issues. 

Sounds like that village needs to revise their transfer stamp procedure.
