So if he gets a $200 bill across his utilities, he adds $25 to their rent that month and sends them a receipt stating what the extra charge was for.The students here expect that sort of arrangement, but it is harder to rent to students if utilities are extra.Call NYSEG on a building you're interested in to find out what the average bills have been over the past year.Hope this helps!

@Mark Franks got to love bureaucracy :)I know in one of the towns I am nearby and looking to buy a duplex in, it has a basement unit and the township told the current owner (so I would def fact check it when we go to move forward) that you as the owner can live in the basement and rent out the upstairs without issues needing a 3 family zoning, something to look into if you have interest in that type or arrangement of your place.

See below diagram where I have marked where the DWW piping would have to run if the waste stack were where you located it.The main stack is far, far more likely to be located just behind the toilet. and that would go a long way to explaining your current idiosyncratic bathroom arrangement.
